The EUIPO has launched the first ever European blockchain platform to better serve public IP institutions and their clients. TMview and DesignView, the EUIPO’s two flagship search services, now use blockchain to bring super-fast, reliable, and secure delivery of IP rights information.

为能够更好地为公共知识产权机构及其客户提供服务，欧盟知识产权局推出了首个欧洲区块链平台。TMview和DesignView作为EUIPO的两个旗舰搜索服务，现可使用区块链带来超快速、可靠和安全的知识产权信息传递。

Over the last decades the IP offices and their users have changed the intellectual property landscape together. Both users and offices, have moves on-line and everything has become more and more user-friendly. In order to better help develop businesses and their brands, there is also a strong direct connection to the enforcement of rights and the fight against counterfeits and piracy. Now we move to the next level and, together, we start the IP register project in blockchain technology.

在过去的几十年里，欧盟知识产权局及其用户（指使用知识产权局网站的相关申请人及代理人）共同改变了知识产权格局。无论是用户还是办公室都转移到线上进行有关案件的操作，各项举措都变得越来越人性化。为了更好地帮助发展企业及其品牌，欧盟知识产权局还在维权和打击假冒盗版领域与用户联系紧密。随着区块链技术知识产权注册项目的启动，欧盟知识产权领域上升到一个新的水平。

Blockchain “by design” is a reliable and distributed platform to share data and services securely. Instead of, as now, centralising the data in one database, it will be distributed automatically to interconnected nodes, owned by the participating IP offices. This provides a robust defense against attack. The blockchain technology will update TMview and DesignView in real time with quality data and reflects the IP rights’ status as they change over time while maintaining an auditable and immutable history. This for example would simplify, for end users, priority rights claims and evidence from one IPO to another. Due to its interconnected network and data protocols there are no single points of failure nor a single authority that controls the system. These features make blockchain the ideal technology for TMview and DesignView.

区块链是一个可靠的分布式平台，能够安全地共享数据和服务。与现在将数据集中在一个数据库中不同，区块链能自动分发数据到参与的知识产权局拥有的互连节点，对网络攻击具有强大的防御力。区块链技术将实时更新TMview和DesignView的数据，并能够反映它们随时间变化的知识产权状态，与此同时仍保持着可审计且不可变的历史记录。例如，对于终端用户，这将简化从一个IPO到另一个IPO的优先权要求和证据。由于区块链中互连的网络和数据协议不存在单点故障，也没有控制系统的单一权限，这些特性使区块链成为TMview和DesignView的理想技术。

The IP Register in Blockchain is one of the projects of the Digital Evolution programme, which embraces new technologies to shape and improve the services provided by the EUIPO. New technologies such as cloud, blockchain, big data and artificial intelligence will be key instruments making the Office a point of reference for technology in the intellectual property sector.

区块链中的IP注册是欧盟数字进化计划的项目之一，该计划采用新技术来塑造和改进欧盟知识产权局提供的服务。云、区块链、大数据和人工智能等新技术将使EUIPO成为知识产权领域技术参考点的关键工具。

The State Patent Bureau of the Republic of Lithuania joined the IP Register in Blockchain on 7 April. Along with the EUIPO, the Malta Commerce Department and the Estonian Patent Office, participation in the blockchain network has now expanded to four offices. These can connect to TMview and Designview through blockchain at near-real-time data transfer speeds. International offices will come onboard as well, progressively, through their continued commitment and dedication, the participating offices are shaping and enabling the future of blockchain-powered intellectual property services.

随着立陶宛国家专利局于4月7日加入了区块链知识产权注册，从欧盟知识产权局、马耳他商务部、爱沙尼亚专利局再到立陶宛国家专利局，参与区块链网络的办事处现已扩大到四个，以上都可以通过区块链以近乎实时的数据传输速度连接到TMview和Designview。随着时间的推移，其他国际办事处也将逐步加入。通过他们的承诺和贡献，参与的各地知识产权办事处正在塑造和推动由区块链驱动的知识产权服务的未来。
